Purpose
Each year, the World Bank collects data on the ease of doing business across the world. The Doing Business data are collected in a standardized manner. The Doing Business team, with academic advisers, have designed a survey instrument that uses a simple business case approach to ensure comparability across countries and over time -- with assumptions about the legal form of the business, its size, its location and the nature of its operations. Surveys are administered through local experts including lawyers, business consultants, accountants, government officials and other professionals routinely administering or advising on legal and regulatory requirements. These experts have several (typically four) rounds of interaction with the Doing Business team, involving conference calls, written correspondence and country visits. The indicators included in Doing Business are: (1) starting a business; (2) dealing with licenses; (3) employing workers; (4) registering property; (5) getting credit; (6) protecting investors; (7) paying taxes; (8) trading across borders; (9) enforcing contracts; and (10) closing a business. Indicators are updated annually. Countries are assessed on a common scale and then ranked.
The major goal of participating in Doing Business is to develop reliable, objective and comparable data on the ease of doing business in Qatar. Specifically, data is collected on the regulatory framework for starting a business or registering property, various factors in conducting business, the overall legal protections for business, and the tax burden. The objectives of participating in the survey include providing motivation for improvement, providing objective information for planning purposes, and providing baseline information from which to measure the impact of initiatives. A conducive business climate is essential for investment and sustainable prosperity envisaged under the Economic Pillar of the Qatar National Vision (QNV).
