Purpose and Concept
Qatar’s Knowledge-Based Economy (KBE) Campaign aims to contribute to the diversification of Qatar’s economy through building indigenous innovation capabilities and knowledge assets. The diversification of Qatar’s economy and the development of science, technology and other intellectual capabilities among the population are central elements of the Qatar National Vision 2030.
Design Features and Implementation Process
The Campaign’s design is based on international expertise gathered over many years and tailored to Qatar’s own ambitions, advantages, capabilities, and institutional realities. Four key ingredients (“pillars”) of the knowledge economy that the Campaign will emphasize are: (i) education; (ii) innovation; (iii) entrepreneurial capabilities; and (iv) the communications and information technology backbone of the country. In Qatar, there is the need for a fifth ingredient to provide a unifying link among these components—creating demand for a trust-based, open and adaptable society.
The project will involve collaboration among all important organizations with mandates related to knowledge, including ministries, other government agencies, the business sector and the scientific and knowledge community.
Specialized Task Forces will be set up to formulate and oversee the implementation of “Pillar Strategies.” In addition to ensuring that results-oriented “pillar strategies” are put in place, these Task Forces will draw on the interests, experience and skills of a full range of stakeholders. In turn, “Project Teams” will be set up to carry out specific tasks, eventually giving Qatar a strong foothold in tomorrow’s global knowledge-based economy.
Performance Measurement and Evaluation
Timelines, quality assurance benchmarks and deliverables will be identified for all project activities. These will be monitored for compliance and corrective actions will be taken as appropriate.
Care will be given to develop outcome indicators on real timelines that may be used to analyze and assess progress in key knowledge-based areas.
