Purpose

Capacity building was a major component of the original Public Sector Development Project.

This was initiated as a foundation for a comprehensive human resources strategy  and corporate culture building in the state, government-wide.

-          Diagnostic report of organizational and institutional capacities.

-          Strategic framework incorporating goals, priorities, training programs and implementation plan for short - term, medium - term and long –term.

-          Short – term behavioral competencies training plan.

-          Medium – term process – based training plan.

-          Long – term functional – based training plan.

-          Training monitoring and evaluation guide with clear standards, indicators and measures.

-          Quarterly and annual follow up reports to the project management pinpointing obstacles and proposing corrective action.
