Purpose

 The Project is intended to form the initial framework of a more comprehensive stakeholder engagement strategy. The Project outlines some of the issues related to the awareness, involvement, and commitment of stakeholders from government, the private & mixed sectors, and civil society in the process of implementing the QNV2030.

Phase 1: Identify Stakeholders:

Useful technique at this stage is stakeholder mapping, segmentation and prioritization.

 

Phase 2: Understand the Reasons for Stakeholders Engagement:

The reason for engaging stakeholders will determine the style of engagement and stakeholders' expectations, all of which could change over time.

 

Phase 3 : Plan the Engagement Process

Determine the engagement objectives. What do the project and the stakeholders want and need to get from the engagement?

Phase 4 : Start the Dialogue

Entering into engagement in a spirit of respect and openness will increase the opportunities for mutual benefit. Clarity about the degree of influence they will have and commit to it is important when inviting stakeholders to participate. Nothing is more likely to destroy trust and discourage future engagement than revealing part way into an engagement process that the key decisions have already been made.

Dialogue means two parties conversing so capacity for listening should Cultivated. 

 

Phase 5 : Maintain the Dialogue and Deliver on Commitment

There can be a wide range of engagement approaches. There is no “one size fits all.” After the dialogue and engagement process have commenced and there is agreement by both the project and the stakeholders on the approach and deliverables, it is important for the participating parties to deliver on their engagement commitments. The dialogue should be maintained in accordance with the process that has been endorsed.
