Qatar National Development Strategy, 2011-2016
Purpose Qatar’s First National Development Strategy (NDS), 2011-2016 identify priorities and directions for Qatar and will aim to serve the broader ambitions of the Qatar National Vision (QNV) 2030. The NDS 2011-2016 translates the QNV 2030 into specific actions and targets that will represent the first wave of changes to launch the next chapter of Qatar’s transformation.

Approach

  • The NDS 2011-2016 was developed through a combination of top-down and bottom-up approaches.

 

Progress in 2010

  • A National Development Strategy 2011-2016 organizational structure formed.
  • The first Executive group meetings covering the areas of Educated & Capable Population, Healthy Population, Effective Qatari Participation in a Productive Labour Force, Caring and Cohesive Society, Sustainable Economic Prosperity and Environmental Sustainability held in January 2010.
  • NDS logo launched on 6 June 2010.
  • A workshop for Task Teams to discuss milestones and progress achieved in developing NDS policies and programmes held on 6 June 2010.
  • 14 comprehensive evidence-based sector strategies completed by end of September 2010.
  • Ongoing communication efforts, based on the principle of stakeholder engagement, to raise awareness and understanding of the NDS.

  • 14 sector strategies being integrated into Qatar’s National Development Strategy 2011-2016
  • Roadmap towards implementation being prepared by GSDP

Capacity Building Workshops for Strategic Planning

The Qatar National Vision (QNV) 2030 commits to building a capable and motivated workforce.  The QNV emphasizes the importance of quality training opportunities and programs for all Qataris in order to build a high performing knowledge society.

 

The QNV provides the foundation for the formulation of the National Development Strategy (NDS). The NDS will identify priorities and directions, and aims to serve the broader ambitions of the QNV 2030.

 

GSDP is committed to providing support to ministries and government agencies in their individual strategy planning through its Capacity Building initiatives. The aim of the Workshops and other training initiatives is to help ministries and government agencies prepare and implement the National Development Strategy (NDS). The Capacity Building Workshops conducted to date adopt an Outcomes-Based Strategic Planning (OBSP) model.

Workshops already conducted have been held over three sessions:

 

The Launch Workshop to raise awareness of the issues with senior decision-makers was held on March 24, 2009 at the Four Seasons Hotel.

The second and third workshops were held between 17 to 28 May 2009 at the W Doha Hotel. These focused on the details of the OBSP methodology and were attended by over 150 representatives from government ministries and agencies.

 

Seminar on Scenario Planning

 

GSDP in collaboration with Royal Dutch Shell held a seminar on Scenario Planning entitled "From Vision to Scenarios to Implementation" on 6 October 2009 at GSDP.  The seminar was organized by the Economic Development Department and was attended by 45 invited representatives from the government and public sector agencies. The Seminar generated significant interest among the participants. The scenario planning approach to strategy developed at Shell offers interesting parallels in methodology and thinking processes that can provide support in the preparation of Qatar National Development Strategy (NDS).
