What We Do> Qatar National Development Strategy
Qatar National Development Strategy, 2010-2015

Purpose

  • Qatar’s First National Development Strategy (NDS), 2010-2015 will identify priorities and directions for Qatar and will aim to serve the broader ambitions of the Qatar National Vision (QNV) 2030
  • The NDS will provide an integrated, medium-term, framework for policy and set national and sectoral goals; identify the broad means for achieving them and establish monitoring, evaluation and learning mechanisms that will inform mid-course corrections and improvements 

Approach

  • Formulating the NDS will be a fully participatory and inclusive process.  Public sector, private sector and civil society involvement is needed to draw on local knowledge and experience to ensure the authenticity, legitimacy and full ownership of the strategy.   The process will also draw on lessons learned from other countries
  • GSDP’s role is to lead coordination and facilitate the development of the NDS  

This link contains the Master Plan for the NDS.  The Master Plan will be revised as appropriate following stakeholder consultations and feedback

Progress in 2009

  • A National Seminar on “Achieving the Environmental Outcomes of the Qatar National Vision 2030” was held on 27 January 2009
  • A GSDP retreat was held on 1 February 2009 to obtain a consensus on what type of National Strategy Qatar will develop and the process for its preparation. 
  • A draft preliminary outline of the NDS has been prepared and will be shared with stakeholders for their views
  • GSDP has begun the process of stakeholder engagement beginning with Government Ministries and Agencies
  • GSDP is facilitating capacity building of its staff and ministries and agencies to support the preparation and implementation of the NDS, and completed 2 workshops in May 2009 on Outcomes-Based Strategic Planning
  • A strategic communications plan is being developed so that all sectors of society are made aware of the details of the QNV, as well as keeping all stakeholders engaged in the process of preparing the National Strategy
  • The first Oversight Committee meeting was held in March 2009.  This led to the establishment of the National Steering Committee for the NDS
  • The first National Steering Committee meeting was held on 7 June 2009
  • A Forum on Qatar's Labour Market for stakeholders was held on 14 June 2009 to share experiences on labour market issues in Qatar and to launch the QNV 2030 refocused LMS Phase II project

Next Steps

  • Release of GSDP's e-newsletter (first edition) to keep stakeholders informed of the NDS progress and GSDP activities
  • The second National Steering Committee meeting will be held after the summer to support the setting-up of Inter-Agency Task Teams (IATTs)  organized around the four pillars of the QNV to support the preparation of the NDS document

Capacity Building Workshops for Strategic Planning

The Qatar National Vision (QNV) 2030 commits to building a capable and motivated workforce.  The QNV emphasizes the importance of quality training opportunities and programs for all Qataris in order to build a high performing knowledge society.

 

The QNV provides the foundation for the formulation of the National Development Strategy (NDS). The NDS will identify priorities and directions, and aims to serve the broader ambitions of the QNV 2030.

 

GSDP is committed to providing support to ministries and government agencies in their individual strategy planning through its Capacity Building initiatives. The aim of the Workshops and other training initiatives is to help ministries and government agencies prepare and implement the National Development Strategy (NDS). The Capacity Building Workshops conducted to date adopt an Outcomes-Based Strategic Planning (OBSP) model.

Workshops already conducted have been held over three sessions:

 

The Launch Workshop to raise awareness of the issues with senior decision-makers was held on March 24, 2009 at the Four Seasons Hotel.

The second and third workshops were held between 17 to 28 May 2009 at the W Doha Hotel. These focused on the details of the OBSP methodology and were attended by over 150 representatives from government ministries and agencies.

 

Seminar on Scenario Planning

 

GSDP in collaboration with Royal Dutch Shell held a seminar on Scenario Planning entitled "From Vision to Scenarios to Implementation" on 6 October 2009 at GSDP.  The seminar was organized by the Economic Development Department and was attended by 45 invited representatives from the government and public sector agencies. The Seminar generated significant interest among the participants. The scenario planning approach to strategy developed at Shell offers interesting parallels in methodology and thinking processes that can provide support in the preparation of Qatar National Development Strategy (NDS).
